Description/Duties and Responsibilities
Under the direction of the Environmental Services Manager, this position performs a wide variety of routine and complex administrative and technical functions, project coordination, and program management in the environmental services field.
Duties and Responsibilities:
• Performs a wide variety of technical, financial, and outreach-related activities for the Environmental Services division
• Provides excellent customer service to residents, businesses, developers, staff, and state and local agencies regarding environmental issues, recycling requirements, and illegal hauling activity
• Coordinates various programs, including the City’s Employee Rideshare Program
• Coordinates and/or assists in the planning and implementation of City events, including River Rally, Neighborhood Cleanup, Rideshare Week, and Bike to Work Day/Week
• Reviews Construction and Demolition Materials Management Plans (C&DMMP) for completion; issues approval; and processes applicable documentation and financial transactions
• Reviews submittals for the Development Review Committee (DRC), attends DRC meetings, and addresses questions at the public counter
• Develops a variety of outreach materials, including press releases, digital media, web content, print ads, and social media posts; gives presentations and tours to adult groups, youth groups and schools
• Attends community events, City events, and job fairs to provide outreach and marketing for solid waste and recycling programs
• Establishes and maintains sponsorship and partnership opportunities within the community
• Leads staff outreach meetings and event planning meetings
• Researches, compiles, and organizes data for a variety of projects or reports, including biweekly, monthly, and annual reports
• Creates and maintains financial spreadsheets and records of contracts and project statistics; reconciles accounts and prepares reports and memos; creates, updates, and maintains files
• Monitors project and operational budgets within the Environmental Services division; assists with the preparation of the budget and year-end procedures
• Completes special projects and other duties as assigned
Education and Experience
• High School Diploma or GED equivalent
• Three years of experience performing administrative and technical support work
• Bachelor’s degree in communication studies, environmental science, political science, physical science, public administration, or a related field is highly desirable
• A valid Class C California driver license or the ability to utilize an alternative method of transportation to carry out job-related functions
• Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered

• Ability to read, understand, and interpret complex laws, procedures, and work methods associated with state and local regulations
• Strong problem-solving and leadership skills and the ability to work effectively with contractors to ensure they provide quality services, meet deadlines, and resolve issues that arise
• Strong customer service and conflict management skills and the ability to effectively respond to and resolve difficult customer inquiries and complaints
• Strong interpersonal skills and the ability to establish positive working relationships with residents, businesses, developers, staff, and state and local agencies
• Strong project management skills and the ability to oversee and manage multiple projects simultaneously and be sensitive to deadlines and changing priorities; ability to coordinate assigned duties with other City staff and programs
• Strong organizational skills and the ability to manage time effectively to meet deadlines
• Reliable team player with the ability to work both autonomously and within a collaborative team; ability to be proactive, take initiative, and work independently with limited supervision
• Strong written and verbal communication skills and the ability to communicate effectively with the general public, public agencies, and private developers
• Knowledge of proper English and grammar and the ability to write clear, concise, and comprehensive letters and reports
• Strong attention to detail and the ability to produce and evaluate work that is accurate and complete
• Strong public-speaking and presentation skills and the ability to reach various audiences and represent the City in a professional manner
• Strong fiscal management skills and the ability to prepare, track, and administer budgets and contracts and the ability to interpret financial data
• Strong computer skills, specifically with Microsoft Office programs
• Ability to lift, drag, and push files, paper, documents, and event supplies weighing up to 25 pounds

Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
